MEETING MINUTES - JUNE 15, 2020

A. Organizational Matters

 

I. Call meeting to order – Meeting called to order at 3:15 p.m. by Jennifer Welles

III. Review & Approval of March and May 2020 Minutes –Accepted Minutes.

IV. Review of Financial Report March, April, May 2020 – A. Blair sent along a draft of March, April and May statements. To be approved at July Meeting.

V.  Yearly Review 2019 draft was approved; L Daily to request City Council presentation

 

B. Property Related Matters

 

I.     New development/2 Family renovations:

1.      House to Home: Plans for 27 and 43 Johnston, 136 Lander

27 Johnston exterior plans were approved at the June 9th ARC meeting and staff will prepare permit application once progress plans are complete; 43 Johnston plans are complete- staff to prepare permit application and submit; 136 Lander Street- staff did a walk through with the architect of both 136 and 150 Lander. 136 Lander Street needs a lot more work than anticipated and architect recommends we do 150 Lander next instead.  136 Lander could be done as a partial renovation or completed at a later time.  


2.     Church of Holy Deliverance (Pastor Burke) properties on Lander Street--       D. Chafiezadeh spoke with their attorney and the Purchase Agreement was executed.  J. Welles to order survey for subdivision and see whether surveyor can do a lot line adjustment; The church also needs AG authority to sell an asset.

3.     RFP 104 Washington – was due June 30th and 6 proposals were received.  Executive Session discussion was held to select top 3 candidates for follow up questions with a response deadline of July 15. 

4.     143 Washington Street RFP:  Release the RFP by June 31, with a deadline of August 31st.  Motion made by L. Daily, seconded by D. Potack and is agreed upon by all.

5.     62 Campbell–  Staff will release the RFA June 31 with a due date of August 31st .

 

II.              Sales NCLB Development Projects:

 

1.  House to Home 2-Family—45 Lander is in contract;  the purchaser’s bank has said that they are ready to close.  Closing to be scheduled.

2.  Habitat for Humanity—157 N.   Miller, 162 N. Miller, 187 N. Miller, 139 Johnston, 141 Johnston will be sold by end of 2020.  Remediation is underway at 157 & 187 N Miller.

3. RUPCO:  Due to Covid-19 related delays, the Purchase Agreement was further extended to July 31st, with a June 30th anticipated closing date. Resolution to confirm the purchase price of $189,192 for all the properties as was approved in September 2018 when; 44 S. Miller was removed from the list of and authorizing the sale and transfer of the other properties; L. Daily makes the motion, D. Potack seconds, motion approved.   

 

III.            Building Preservation/Other

 

Asbestos Abatement & Stabilization: 140 Chambers is in progress; lead abatement has been started.

1.      128 Dubois and 140 Chambers in progress. 140 Chambers is in progress; lead abatement has been started.

2.     44 S. Miller:  Motion to approve the demolition of 44 S. Miller due to its structurally comprised condition.  L. Daily motions, R. Monteverde seconds, all in favor. An application to SHPO and the City of Newburgh Planning board is required. B. Horton will write a letter to SPHO in support of demolition.  We will also get an engineer report to demonstrate need.

3.     96 Broadway Resolution to release of Covenants as was discussed in prior meeting and need to officially accept.   Motion made by D. Potack, R. Monteverde seconds the Motion. All agreed.
