MEETING MINUTES, JULY 20, 2020
A. Organizational Matters
I. Call meeting to order – Meeting called to order at 3:05 p.m. by Jennifer Welles

III. Review & Approval of March and June 2020 Minutes –Accepted Minutes.
IV. Review & Approval of Financial Report April, May and June 2020 – Accepted Financial Reports.
V. Review & Approval of PARIS Budget–Accepted PARIS Budget.
VI. Review & Approve Change in Recurring Meeting Day–Accepted New Recurring Meeting Day 3rd Wednesday of the month at 3pm. August 19 meeting will also the annual meeting.
B. Property Related Matters
I. New development/2 Family renovations:
1. House to Home: Plans for 27 and 43 Johnston (Finished Architect Plan – Ready to be submitted for permit; J. Welles submitting permit application this week); 27 Johnston ready to submit, but waiting on response to RFI – got ARC approval in June. A Church to follow up regarding RFI. 150 Lander – architect to begin plans.
2. Church of Holy Deliverance : 37 Chambers/Lander St lots – survey ordered for subdivision – J. Welles has retained TEC. L. Daily recommends asking if TEC Surveying can move the date up. D. Chafiezadah in communication with the seller’s attorney.
3. RFP 104 Washington –to be discussed in Executive Session.
4. 143 Washington Street RFP: J. Welles states the deadline is August 31t and there have been a few inquiries.
5. 62 Campbell– RFA deadline August 31st . J. Welles states had an inquiry by owner of neighboring building and a couple of other interested buyers.
II. Sales NCLB Development Projects:
1. House to Home 2-Family—J. Welles states 45 Lander is in contract; Closing is in the works. Hasn’t been scheduled; waiting for City of Newburg Codes re: violation on Open Roof. A. Church will talk with B. Horton tomorrow regarding this issue, but it should be cleared since the C of O was issued.
2. Habitat for Humanity—157 N. Miller, 162 N. Miller, 187 N. Miller, 139 Johnston, 141 Johnston-to be transferred to Habitat this year. Will be sold by end of 2020. J. Welles states that there is some remaining exterior abatement work on 157 N. Miller and 187 N. Miller and will follow up with Habitat about closing dates
3. RUPCO-sale of 20 properties closing scheduled for July 22. D. Chafizadeh states that there will be a paper closing. D. Potack asks J. Welles to email the Board when the sale is complete.
4. William Street properties (new): J. Welles states that the City Planning and Development Department organized a walkthrough on William St. A. Church states that the City’s street sweeps program, as part of the City’s Rise grant, will focus on the William St. Corridor, similar to the successful Lutheran St program last year. There are several properties there that could potentially be acquired by the land bank and/or other nonprofit developers. Biweekly meetings are being held with community partners to address longstanding issues on the street.
III. Building Preservation/Other
1.Asbestos Abatement & Stabilization: 6 Complete;
140 Chambers abatement almost complete, 128 Dubois has not started due to having to get certified carpenters. J. Welles states as part of the Enterprise grant, we are required to abate or stabilize 2 more properties, which will be 197 First and 38 Lander St. Although 197 First will be sold to RUPCO, we will provide some assistance for remediation, due to the fire the building sustained in May.

C. Executive Session – L. Daily motions to go into Executive Session
1. R. Monteverde Motions to authorize Jennifer Welles to move forward with Mistral LLC as the purchaser and developer of 104 Washington, based on a general land agreement and time table to complete renovations. K. White seconds the motion. All in favor, none opposed.
2. A. Church motions to return to executive session, R. Monteverde seconds. All in favor, none opposed.
3. Motion to Adjourn the executive session
4. Motion to adjourn the meeting at 4:20pm.
