A. Organizational Matters 

I. Call meeting to order – Meeting was called to order at 3:04pm by Lisa Daily. 

II. Attendance – L. Daily, D. Potack (by phone), A. Niles, A. Church, P. Halayko, R. Monteverde, J. Welles, D. Rothman 

III. Review & Approval of November 2019 Minutes – Board reviewed November minutes. P. Halayko made a motion to approve, and A. Church seconded. All in favor, none opposed. 

IV. Review of Financial Report November 2019 – Board reviewed November financial report. J. Welles explained that we are still awaiting Enterprise grant disbursement for the quarter, but we just closed on 114 William and received a settlement payment on another property, checks for both of which will be deposited this week. P. Halayko made a motion to approve, and A. Church seconded. All in favor, none opposed. 

V.  Approve Draft Audit – Struck from agenda, already approved at last meeting. 

VI. Collect board disclosure materials 2019 – Final questions answered regarding reporting positions on the Board, and remaining disclosures collected. 

VI.  A Church made a proposal to pass a resolution to add Jennifer Welles, Executive Director, to and remove Alison Capella from all existing bank accounts for NCLB.  The motion was seconded by Paul Halayko.  All in favor, none opposed.  

 

B. Property Related Matters 

  1. House to Home: 27 Johnston, 59 and 63 Lander  -- J. Welles reported that NCLB staff did a walkthrough with Architect Jeff Wilkinson and Contractor Keith Libolt. The condition is decent compared to other NCLB properties, and Jeff Wilkinson will  

  2. .New development/2 Family renovations: provide proposal. 59 & 63 Lander have still not been reverted to NCLB. 

  3. Current owner has not returned signed documents relinquishing property, so we are sending final legal letter prior to commencing litigation.  

  4. 43 Johnston- possibly first time homebuyer – NCLB also did a walkthrough of this property. We are considering doing a partial renovation (possible roof work and water hookups), and then sell to a first-time home buyer to complete the renovation using potential RDAC funding. 

  5. Pastor Burke properties Lander Street – Uncertain at this point whether the NCLB or Habitat will purchase lots directly for development. A. Church also mentioned that the City is prepared to transfer two additional adjacent lots to NCLB. 

II. Sales NCLB Development Projects: 

4. Neighbors for Neighborhoods—167 N Miller/168 Lander – 167 N Miller is completed and we have an accepted offer. 168 Lander is complete, and owner has one unit rented. 

5. House to Home 2-Family—45/45A Lander – NCLB has accepted offers on both properties.  

6. MLS listings—146 South St & 23 S Miller – 146 South is to be listed this week with Chris Hanson, broker. It is a gut rehab, and will be listed for approximately $45,000. There is an accepted offer for 23 S Miller and will close as soon as possible. 

7. Habitat for Humanity—114 William St, 157 N.   Miller, 162 N. Miller, 187 N. Miller, 139 Johnston, 141 Johnston  -- We closed on 114 William St last week with Habitat.  We have issued proxies to Habitat for 157, 162 and 187 N Miller. We expect to acquire 139 & 141 Johnston from the City shortly, and we will sell all  properties to Habitat when they are ready.  III. Building Preservation/Other

8.Asbestos Abatement & Stabilization: 6 complete, 128 Dubois   and 140 Chambers in progress – 128 Dubois is still in progress, and there is an engineer involved. We just received a quote for  abatement at 140 Chambers, and we just ordered additional testing for the building. 

9.  RFP 104 Washington – A draft RFP for 104 Washington has been completed. The Board asked Executive Director to get the plans that we should have acquired as part of the settlement process. We expect to release it by January, and we will leave the RFP open for at least 60 days. Board would like NCLB staff to discuss possible demo with ARC prior to releasing RFA. 

10. Planning & RFA for properties – There are multiple building preservation properties that we just completed abatement on, for which we would like to begin issuing RFAs. Board members will form a small committee to tour the properties, and make recommendations. 

11. 143 Washington reverter in process – D. Rothman reported that we are in contract to close on this property by second week of January. 

 

Additional Item: Philippe Pierre, owner of 96 Broadway, came to thank the Board for their patience and assistance in completing the project. All of the units are currently occupied and the restaurant, Mama Roux is doing well. The investors are all very happy, and all that is left is monetizing the historic tax credits.
