BOARD OF DIRECTORS MEETING

February 10, 2020

 

 

A. Organizational Matters

 

I. Call meeting to order – Meeting was called to order by L. Daily at 3:05pm

II. Attendance – Board Members: L. Daily, D. Potack, J. Surace, A. Niles, A. Church

                                        Others: J. Welles, A. Blair, D. Rothman

III. Review & Approval of December 2019 Minutes – A. Niles made a motion to approve Dec 2019 minutes and D. Potack seconded. All in favor, none opposed. 

IV. Review of Financial Report January 2020 (if available) – No report available this month because of early meeting date for holiday

VI. Collect board disclosure materials 2019 

 

B. Property Related Matters

 

I.        New development/2 Family renovations: 

1.  House to Home: 27 Johnston, 59 and 63 Lander, possible replacements- 43 Johnston + (one of recently remediated Lander St buildings- 115, 136, 150) – NCLB has plans for 43 Johnston in hand, and we have commissioned plans for 27 Johnston. The condition is decent for both, and they’re expected to be less expensive than other projects. Litigation is still pending for reverting the sales of 59 & 63 Lander. NCLB will choose replacements for these properties from other available options in order to fulfill 2-family grant funding requirements. 

2. Pastor Burke properties Lander Street – NCLB offered the appraisal price for purchase. The church made a counter-offer. J. Welles will continue to pursue purchase. 

3.  RFP 104 Washington- due March 31, 2020 – RFP was released Feb 1. NCLB has received some inquiries but no responses yet. The Board recommends answering all questions that have been asked, and publishing all answers to all questions asked by all respondents, to the website and/or mailing list per staff discretion. 

 

II. Sales NCLB Development Projects:

4. Neighbors for Neighborhoods—167 N Miller/168 Lander – Sale pending for 167 N Miller. The purchaser has gotten an appraisal and completed the landlord training. 168 Lander is completed and renting.

5. House to Home 2-Family—45/45A Lander -- (in contract) – Sale is pending with both properties to local (City of Newburgh) first-time home buyers. A. Church made a motion, and D. Potack seconded, to sell 45A Lander to Rupert Thompson, and 45 Lander to Terry Brown. All in favor, none opposed.

6. MLS listings—146 South St  (accepted offer) & 23 S Miller -- (in contract) – Sales are proceeding on both properties. 

7. Habitat for Humanity—114 Williams St (sold) 157 N.   Miller, 162 N. Miller, 187 N. Miller, (proxies) 139 Johnston, 141 Johnston (Acquisition in process from City of Newburgh) – Progress has been made at 157 & 187 N Miller for which we have reimbursed. NCLB to complete acquisition of 139 & 141 Johnston in coming weeks.

 

III. Building Preservation/Other

  8. Asbestos Abatement & Stabilization: 6 complete, 128 Dubois and 140 Chambers in progress. Both properties will be very costly to abate, but NCLB completing 128 Dubois and pursuing bids for 140 Chambers.

  9. Planning & RFA for properties

              i. RECAP-OASAS – Board is considering RECAP proposal to purchase 3 properties. As they need to demonstrate site control for funding opportunities, the Board is still considering. 

         ii. Enterprise CRI 4.2 round of funding  -- Grant application is due February 17. The focus is on racial equity, and $1 million in funding available. NCLB will propose to rehab three additional two-family homes. 

      11. 143 Washington closing end of February – Closing is scheduled for the following Tuesday, per counsel. 

12. 82 Liberty WH update – There have been some delays, but the renovation is well underway and is very well done. Board requests an updated timeline for completion by next meeting. 

13. 96 Broadway sign off – D. Potack made a motion to pass a resolution to release restrictive covenants on the deed as all conditions have been met. A. Church seconded. All in favor, none opposed.

14. RUPCO tentative closing now April 6, 2020 

        i.  Easement sign off – One property from RUPCO phase 1 is adjacent to 43 Johnston. HCR has required that they get an easement from us in order for them to perform maintenance on the property. A. Church made a motion to provide the easement to RUPCO, and D. Potack seconded. All in favor, none opposed.
